The Punjab Dental Council Chandigarh was constituted by the Punjab Govt., vide Notification No. 6/8/2006-3HB3/1862 dated 24.04.2006 and No.6/8/2006-3HB3/2035 dated 25.04.2006 and No.6/8/2006-3HB3/2692 dated 26.06.2006 and No. 6/8/2006-3HB3/918 dated 27.02.2007. This council has been constituted under the Dentist Act 1948 (Section 21) for a term of 5 years. The Council has 23 Members, out of which 2 seats in Part-B are vacant through elections. No seat is vacant in Part-A.

Following 4 members have been elected from amongst themselves by the Dentists registered in Part-A of the State Register (under Section 21 (a) of the Dentists Act 1948):-

          Dr. Vimal Sikri, Principal Govt. Dental College, Amritsar is the President of Punjab Dental Council and Dr.Rajesh Sharma, Deputy Director (Dental) Health Services Punjab and I/c Pb. M.L.A. Hostel Dispensary Chandigarh is the Registrar of the Council.
Members of Dental Council of India

          There is one seat by Nomination to the DCI against which Dr. R.S. Mann (94175-00007) has been nominated by the Govt. recently. Similarly there is one seat to be filled by election to the D.C.I., against which Dr. S.P.S. Sodhi (98728-32988) has been elected as Member of the DCI, this year.
          The term of the members of Dental Council of India is 5 years.

Functions / duties of Punjab Dental Council

                   As per Dentists Act 1948, the Punjab Dental Council is entrusted with the work of Registration of the Dentists who have passed their B.D.S. Course from recognized Dental institutions (recognized by   the D.C.I./Ministry of Health, Govt. of India). Up till now 7114 Dentists in   Part-A, 933 Dentists in Part-B and 279 Dentists in Pepsu (Part-B) are registered with this Council. In the year 2005, the names of about 297 Dentists in Part-A and 711 Dentists in Parr-B and Pepsu were removed, from the State Register of Dentists, on account of death and non-renewal of their registration for the last more than 10 years. 

          Similarly the Registration of M.D.S. Dentists, Dental mechanics and Dental Hygienists is also being done by this Council (only of those candidates who have passed their course from the institutions recognized by the DCI). So far 191 Dental Mechanics and 177 Dental Hygienists are registered with this council. In the year 2005, the names of 53 Dental Mechanics and 61 Dental Hygienists were removed from the register, on account of their death and non-renewal of registrations for the last more than 10 years.

          Besides this, annual renewal of Registration of Dentists / Dental mechanics and Dental Hygienists is also being done. The Council is also responsible for the issue of Good Standing Certificates, I-Cards, Duplicate Registration Certificates and No Objection Certificates, etc. etc. Besides, a Directory of Dentists is also published every year and given to the Dentists coming for their registration.  A directory of Dental Surgeons registered by the Dental Council is up-dated and printed every year and is given to the Dentists.  As desired by the DCI, Continuing Dental Education (CDE) programmes are also held by the Council in the State.

Powers and Duties of Officers and Employees

 

          Besides aforesaid function the State Dental Council is also empowered under Section 47, 48 and 49 of the Dentists Act 1948 to take action against quackery. 

          The work relating to the registration and renewal of registration of Dentists, Dental Mechanics / Dental Hygienists is done as per Dentists Act 1948 and under the supervision of the Registrar Punjab Dental Council and the subordinate staff is responsible to the officer incharge.
          All files / papers are put up by clerks to the Superintendent and Superintendent will put these papers after scrutiny to the Registrar, Punjab Dental Council for orders

          The Punjab Dental Council which consist of Elected Members and Nominated Members and Govt. Officials hold Meetings, from time to time,  so as to assess the working  of the Council and to see that whole work is done, as per provisions in the Dentists Act 1948 and as per rules and regulations.

           Most important documents of the Council is the record of "Registration" which is available in the "Registers of Registered Dentists" (can be viewed at the website of the Council).Besides, Proceedings Register/ Cash Book/ Contingency Register/ F.D.R. Register of the Council, Receipt – Dispatch Register/ Directory, various Misc. Forms etc. etc.

          The Punjab Dental Council has executive Committee has 9 Members and a Committee for C.D.E. Programme in the State which has 5 Members. Minutes / proceedings of the Meetings held by the Punjab Dental Council from time to time are being put in the website of the Council. Composition of the Punjab Dental Council as constituted by the Punjab Govt. through Notifications is already available at the web site of Punjab Dental Council and are open to the Public.

The Monthly Remuneration Received By Each of its Officers and Employees, Including the System of Compensation as Provided in Regulations.

 

           Since no grant in aid is being received either from the State Govt. or from the Dental Council of India, Delhi, so all expenses on the staff and office are met with, out of the receipt of the Council. It is pertinent to mention here that this Council also pay 1/4th share of fee out of its receipt every year, to the DCI as provided in the Dentists Act 1948 u/s 53. This council has only two Class-III employees and one Class-IV employee, one Part time Registrar and one Superintendent working on Contract basis:-
